As the time passes, an organization develops a certain mode of action and reaction. The people at large as well as as members of the organization start to expect the other members of that organization to function in that mode or action and reaction only.

This gives rise to an image of the observable aspects of organizational culture in the mind of the people. They expect that the personnel of the organization are going to react in a defined manner. When the members of organization come to know what people expect from them, they do it and it becomes one of the elements of organizational culture.
